Two partners, Detectives Andy Sipowicz and John Kelley (later replaced by Bobby Simone), are the central characters in this weekly police drama, and personify very different approaches to their difficult job. Sipowicz's brash gruffness (covering an emotional vulnerability) is tempered by the precise and controlled demeanor of the two partners with whom he has worked.

Jim Phelps is the new leader of the Impossible Missions Force, with no explanation, or even reference made, about the departure of predecessor Dan Briggs. First up for Phelps is a mission involving the drug trade. Cresnik and Walters have cornered the heroin market and sell it at a handsome profit to gangs around the world. Phelps devises an operation which will drive a wedge between the heroin dealers and their customers.
Based on Tamara Trottner’s debut novel of the same name, the series is a gritty story inspired by Trottner’s own life. Set against the historical backdrop of 1960s Mexico, the plot revolves around a Jewish mother in relentless pursuit of her family amid a conflict between two powerful families of the same religion. The narrative kicks off in 1964, the year Valeria returns home one morning to find her house perfectly organized, but her daughter and son missing.
